Local Govt Autonomy! With current system in Ogun,Local Governments will never develop.....Wale Adedayo

As the debate of Local Government autonomy rages on,Hon. Wale Adedayo,a former chairman of Ijebu East Local Government Area of Ogun State, share his experience,of how Governor Dapo Abiodun, dealt with him, for being vocal,in demanding access to local government funds. In this interview, he states that the Attorney General of the Federation going to the Supreme Court, may not be the recipe for Local Government autonomy, among other issues. CHIBUIKE CHUKWU brings the excerpts.

It’s like the AGF is now sharing your call for the autonomy of Local Government Areas; can you explain when you started the call?

Talking about the AGF suit, I don’t think the LG autonomy can be achieved through the Supreme Court. It is a constitutional matter and there is no autonomy of local government in the constitution. I don’t pray that any conscientious Nigerian who is in an elective office should experience what I experienced as local government chairman. Before you get into an elective position or you become a chairman, you must have promised the people that you’ll do this and that. But getting into the office, you don’t get a dime to do what you were elected to do or what you promised the people that you were going to do. You’ll understandably feel frustrated and feel that you are on another planet. In Ogun State, it was not like this before but in this period, it is certainly bad. Presently, we seem to have people who are so scared of those in authority and virtually everything local government ought to do is being done by the state government. We have twenty local government in Ogun State; we have been complaining and talking to some leaders here and there; sadly in Ogun State, it seems the APC doesn’t have quality leaders, with due respect to those who are there but none of them has come out to intervene and talk to Mr. Governor that what he is doing is not good. What he’s doing is not right because I’ve been there before. I’ve worked with a governor before and I know how this thing works. The thing is that during this period, every day is completely different. In Ogun State, it’s as if no local government is working. It’s as if there is no local government administration in the real sense of it. A few things that people (local government chairmen) are doing are just cosmetic. We go out of our way to borrow money, maybe begging some people to do one or two things. The normal monthly allocation is not coming and as you know from the constitution, there’s a certain percentage of the state Internally Generated Revenue (IGR) that should be going down to the local government. Ten percent of what the state makes in a month ought to be given to the local government but it is zero over there. Before President Buhari left the stage, he made some emergency funds available, more than ten billion naira got to Ogun State alone, but not a dime came to any of our local government areas. The whole thing was just hanged in Abeokuta, the state capital, none trickled down to the local government. So, it was a very bitter experience to all of us and a lot of my friends were telling me that Wale, ‘you shouldn’t have gone there, but I told them no, if you want to serve, the best place to serve and truly impact the people is at the local government level, not House of Assembly, not National Assembly and all other higher positions. It must be the local government because that is where you have the majority of poor people and me as an Afenifere, I prefer that background. I prefer that grassroots level as a form of service to the people.

When you said not even a dime, what exactly do you mean? Do you mean that during the period you were there, not a single money was made available to you?

That is what I’m telling you. The reality is that some of their media people will come out tomorrow and want to say this or that. The books are there. I’ve submitted a petition to the Economic and Financial Crimes Commission (EFCC) but I don’t know what they’re doing about it. Let them do a forensic audit and determine where all the money went. They don’t give us money. Normally we have the monthly allocation meeting but at such meetings, it was just like a briefing. A meeting is supposed to be a discussion between two, three or more parties but it’s not, it’s just like a briefing. They would come there, distribute some papers to us and before you even sit, you would have signed that you attended the meeting. You sign before the meeting starts. The essence is to give the impression that you actually attended and that you agreed with everything discussed there. They bring out the paper to show how much came in and how much had been spent. That is how they do it. It’s not as if we go there and that this is what is due to your local government and the same is credited to your local government account tomorrow or next, or in a short period of time. They’ll say they have paid salaries, they’ve paid dues and they’ve paid this or that. It is not their responsibility for God’s sake, it’s our responsibility to do that so that whatever remains after the payments, we use it to do projects for the people in our respective local government areas; that should be our mandate to them. That is the way it’s done in a sane environment but that’s not done in Ogun State. The whole thing is handled by the state government and not even a dime gets to the local government areas, at least as at the period that I was there; not a dime came to us. In a particular instance of my case, we had been having meetings as local government chairmen and it got to a point that the ALGON chairman in Ogun State called me one day that a few of them had on some things like we have been discussing before. He said; ‘Wale you are the only journalist among us, why not put all these things together and let’s roll with Chief Osoba, Maybe he is going to act this time around’. So I put them together, edited and sent them to Chief Osoba. Unfortunately, a senior colleague that we have been discussing the Ogun State matter with who is also from Ogun but based his children in Abuja, a very senior to me as a journalist, sent it to the media. We didn’t send it to the media but we all agreed on it as chairmen. Of course when the whole issue gathered dust, everybody backed out. I am coming from a different background, I mean I cannot be scared of any earthly authority but they were all scared and I told them, look ‘this man (governor) cannot remove even ten local government chairmen at a go but they were so scared. Really I don’t know what makes Nigerians to be so afraid of those in authority. Even this money we are talking about is not meant for me Wale Adedayo; it is not meant for any of the local government chairmen as their personal money. It is money meant for the development of our respective areas for the people and in accordance with the promises we made during elections. So if somebody is blocking such money, we should do whatever it takes to shout and reach out to the people for the right thing to be done. But my colleagues were scared and until tomorrow, they’re still scared. Their tenure will end by next month or something like that but after that, what happens? If you’re going to vie for another higher position, what are you going to tell the people that you did in the last three years? What will you present as your scorecard to the people that you did that will warrant their votes for you? My experience has been very bad in this respect.

Will you say that your experience is also applicable to other local government chairmen not just in Ogun State but other parts of the country?

I want to believe that throughout the 774 local government areas in Nigeria, it should be virtually the same thing. However, I learnt that in Kaduna State when El Rufai was there, he was doing the right thing although I don’t know if that is still being done right now. That is the only state I can single out that they were getting their money unless someone there then could come and say something contrary to what I have just said. Apart from this, I think my experience cuts across the whole country. I heard El Rufai ensured that the local government chairmen were getting their allocations and he was even adding extra for them to ensure they serve the people through project execution but in Ogun State, it was not like that. Funnily it’s not even the local government chairmen alone that will confirm this, the people at the grassroots in Ogun will tell you what is going on. Normally if the local government is functioning, it’ll impact the economy and there should be a reprieve for the people at the grassroots because there will be small jobs, what people call contracts. There will be something like, ‘that school is broken down, you go and do it; that primary healthcare centre is broken down, the other person goes and do it’. There’s no way either a bricklayer or a carpenter that goes there, makes money and that money will not go back and help the local economy. But it’s not happening. Everybody is talking about whether the president didn’t do this or that, no. The governors are messing up.

You said in the LG autonomy, it’s not about the AGF going to the Supreme Court because Supreme Court may not be able to do anything in this regard, but the AGF is asking the apex court to invoke sections 1, 4, 5, 7 and 14 of the constitution to declare that governors and the State Assemblies are obliged to ensure democratic system at the third tier of government. So is it the autonomy alone that you’re afraid the Supreme Court won’t be able to address, what about other summons and pleas that the AGF is asking?

Other aspects are ok but the autonomy may not sail because if you go to Sections 167 Subsection 6 of the constitution, the joint account for local government and the state is clearly stated in the constitution but it takes a governor with conscience, a governor who believes in God, a governor who believes that he is there to serve the people on God’s behalf, to do the right thing. People are suffering and they’re not bothered. Where do they think they’re going to end up? They’re not going to live one thousand years or live like Methuselah. As a governor or public office holder, if you believe that one day you’re going to die and give account of how you live to God, whatever that is due to the people, you give it to them. Let them have it so that their lives can improve. When the people are praying to God, it is not as if God is going to come down, No. God is going to answer those prayers through elections of people into offices for them to solve the problems of the people. When you as a public office holder are not serving the people, that means you’re anti-God, you’re against God. If you believe that one day you’ll die and answer God on how you lived your life, you should be able to give money that belongs to them for their own benefit and not to keep it. We go to church and we go to mosque but we don’t exhibit the character of those who believe in God. If you’re keeping money that is meant for development, for what purpose for Christ sake. People are suffering and going through a lot in this country and yet you’re contributing to that suffering. You should be ready for whatever punishment that will come.

During your time as chairman, did you have access to your LG account and did you have any control over the account?

You know every month, there is a FAAC meeting in Abuja and a few days after that, there is a JAAC meeting at the state level involving state and LGAs which we attend. But what I discovered was that my LG account which the local government money goes into was domiciled with Access Bank just like other LGAs but I as the chairman didn’t have access to that account. Debit and credit alerts come to my phone as the chairman. I remember in 2022, the ALGON chairman in Ogun State, while we were having a meeting with the Commissioner for Local Government, said, ‘Commissioner, last week almost N300 million entered into the account of Ijebu Ode Local Government but towards evening, the account was reading zero. What happened sir’? And I told him, egbon, my own local government was even worse, we had something close to N500 million in that account, the credit alert came to me but by evening, it remained about 12 naira or thereabout, without me as the local government chairman okaying that such money be removed. Everything is being done from Abeokuta in terms of withdrawals and crediting but we as chairmen get both debit and credit alerts. I’ve sent a petition to EFCC and I have no doubt that if they do what is expected of them through proper forensic audits, after his tenure, somebody will go to jail. They created accounts in our names which we were not signatories to. When you come in, they put your phone numbers there so that you get credit alerts as well as debit alerts so that it looks as if we’re the ones running the accounts, we’re not. They run the account and do whatever they like with it.

On the joint account issue, will you say that the framers of the constitution intended it to ensure that the governors control the local governments?

Not that the governors should control the funding of the local governments. From my background as a political editor, I want to believe that the intention of the framers of the constitution was that the states should have local governments under them. I have no problem with that. But the attitude is like having employees denied working tools. So if people of conscience are there, whether with a joint account or not, whatever that is due to the local government will go to them. They shouldn’t let greed kill them. They shouldn’t let greed bring curses upon their generations after they’ve gone because each time people cry to God, there’s no way their cries won’t reach the ears of God. If the local government areas are run properly and their funds get to them as it should be, there is no way the level of hardship in Nigeria will be at the level it is right now because Federal Government will be doing its own, state government will be doing its own and the local governments which are the closest to the people will be doing their own and through that, things will be alright as everything will be functioning properly. People will get jobs to do and parents will have money to feed their children, but that is not happening because some people are just playing greed, forgetting that tomorrow their lives may end. They don’t remember that tomorrow, they will answer to judgment. Maybe our political parties should see that people with conscience and not just someone going to church or mosque and given one title or the other in churches and mosques are governors. People with conscience should be governors in Nigeria but I don’t see any of them presently with conscience and that is the truth.

But will you suggest scrapping that aspect of the constitution that talks about joint accounts so that these funds will go directly to the LGAs?

Exactly, that is what the Attorney General should do. That section of the constitution must go and he has a lot of work to do on that because the last time efforts were made towards this, the governors frustrated it. I think we had about 21 or 22 in support and we needed about 24 or 25 states to achieve that. That aspect of the constitution, that section 162 subsection 6 should go. There shouldn’t be a need for a joint account; if the money is coming from the federation account and the state is getting its own directly, let the local governments get their own directly too. But right now, what we need is not this Supreme Court thing; pastors, imams and traditional rulers should tell these governors that they should stop these shenanigans they are doing.

President Tinubu’s first anniversary gift: FG plans fresh cash transfer scheme for 75 million Nigerians

The Federal Government on Tuesday said it had reinstated the suspended social investment programme, disclosing the scheme would provide direct payments to 75 million Nigerians in 50 million households to reduce the suffering of citizens, especially vulnerable groups.

It stated that the cash transfer programme was overhauled to tackle fraud.

The Minister of Finance and the Coordinating Minister of the Economy, Wale Edun, announced this at the ministerial sectoral briefing to mark the first year in office of the President Bola Tinubu administration in Abuja.

On January 12,  Tinubu suspended all the programmes administered by the National Social Investment Programme Agency for six weeks, as part of a probe of alleged malfeasance in the management of the agency and the scheme.

The president also suspended Betta Edu as the minister of Humanitarian Affairs and Poverty Alleviation on January 8. Edu’s ministry supervises the operations of the NSIPA.

The intervention programmes affected include the N-Power, the conditional cash transfer scheme, the government enterprise and empowerment programme, and the home-grown school feeding initiative.

On March 13, the House of Representatives asked the federal government to resume the implementation of the suspended social investment initiatives.

To revamp the programme, Tinubu approved the establishment of a Special Presidential Panel, led by Edun to carry out an intensive review and audit of the existing financial frameworks and policy guidelines of the social investment programmes.

Giving an update on the steps taken by the committee at the briefing, the finance minister stated that the government had decided to restart the programme to provide succour for poor Nigerians.

Edun said, “I am duty-bound to give you an overview of the strategy, policies, and implementation of Mr President’s reform programme. Immediately upon assuming office, Mr President launched macroeconomic reforms to restore stability to the Nigerian economy, including subsidy reforms and foreign exchange market reforms. These reforms caused a spike in costs for individuals and businesses, but Mr President is committed to counterbalancing the negative effects with interventions across the social spectrum.

“The government has restarted the social investment program, providing direct payments to 75 million Nigerians in 50 million households. Access to credit has been improved, with N1bn allocated to consumer credit and grants of 50,000 Naira being given to 1 million nano industries.”

Food inflation

The National Bureau of Statistics in its April CPI report, said Nigeria’s 33.69 per cent inflation rate was largely driven by food inflation which stood at 40.53 per cent in April, 2024.

Nigerians have continued to lament the steady rise in the prices of goods and services partially fuelled by the removal of petrol subsidies.

But, the minister said with 30 per cent of the world affected by issues of food security, agriculture would play a critical role in addressing global food insecurity.

He stated, “Food security is a worldwide issue, affecting 30 per cent of the world’s active population, and Nigeria is no exception. As I mentioned earlier, agriculture is critical, and success in this area is crucial. Efforts are being redoubled, with N200bn provided by the Ministry of Finance towards an intervention program.

“Just today (Tuesday), we met with the social investment prudential panel and development partners to discuss the President’s emergency plan for food security. We talked about advancing this issue and providing food, nutrition, and security, and this area will receive more attention in the coming weeks. The economy is growing at 2.98 per cent in the first quarter of this year, higher than the population growth rate and last year’s growth rate. Agriculture has the potential to help move the economy forward and reduce inflation.”

Speaking further, the minister stated that the federal government had initiated direct payments to contractors, suppliers, and vendors engaged by the government, evidently aiming to curb corruption in business dealings.

He explained that this measure would guarantee the prudent and accountable expenditure of the nation’s wealth.

Edun also revealed that the government was set to roll out an Economic Emergency Plan that would be implemented in the next six months. The plan, he explained, would help stabilise the economy and set the country on the path of growth.

He explained, “A system of payment has been implemented to ensure that Nigeria’s money is spent wisely and accountably. The government has played a role in helping states in attracting cheap funding and processing projects at the community level. Nigeria’s international credit rating has improved, with Moody’s and Fitch increasing and improving Nigeria’s rates to positive.

Nigeria opens land, air borders with Niger Republic...Lifts other sanctions

President Bola Tinubu has directed the opening of Nigeria’s land and air borders with the Republic of Niger.

He also directed the lifting of other sanctions against the country with immediate effect.

“President Tinubu has also approved the lifting of financial and economic sanctions against the Republic of Guinea,” read a statement signed by his Special Adviser on Media and Publicity, Ajuri Ngelale.

The statement is titled ‘Nigeria opens land and air borders with Republic of Niger, lifts other sanctions.’

Tinubu’s directive comes just days after the ECOWAS Authority of Heads of State and Government lifted economic and travel sanctions on Niger, Mali, and Guinea at its extraordinary summit on February 24, 2024, in Abuja.

ECOWAS leaders had agreed to lift economic sanctions against the Republic of Niger, Mali, Burkina Faso, and Guinea.

Consequently, the President has directed that the following sanctions imposed on the Republic of Niger be lifted immediately:

“Closure of land and air borders between Nigeria and Niger Republic, as well as ECOWAS no-fly zone on all commercial flights to and from Niger Republic.

“Suspension of all commercial and financial transactions between Nigeria and Niger, as well as a freeze of all service transactions, including utility services and electricity to the Niger Republic.

“Freeze of assets of the Republic of Niger in ECOWAS Central Banks and freeze of assets of the Republic of Niger, state enterprises, and parastatals in commercial banks.

My Good People of Oyo State

The last 20 hours have seen our dear State thrown into mourning as we lost lives and properties in a blast that occurred at Bodija, Ibadan. As I stated in a brief release yesterday, preliminary investigations have traced this blast to the storage of explosives by illegal miners at a house on Dejo Oyelese Street, Bodija.

Since yesterday, our security agencies, first responders, emergency services, and all other relevant agencies have been working diligently as they carry out search and rescue operations. Just this morning, another person was recovered alive from the rubble. I want to assure you that search and rescue operations will continue until all lives within the vicinity of the blast are accounted for.

We are aware that aside from the immediate perimeter of this incident, people as far as 25 km away may have been affected physically or psychologically. We have, therefore, set up an Emergency Operations Centre headed by Prof Temitope Alonge to coordinate all search and rescue efforts.

I would like to appeal to our people to remain calm as we do everything possible to provide succour to everyone concerned. Please reach out to the Emergency Operations Centre on 07049948057 and 08147672009 if you have any information regarding any persons who may still be trapped within the perimeter.

Also, let me use this opportunity to appeal to anyone still staying in any of the houses within 250 metres of ground zero to move out to government-provided accommodation until we check the structural integrity of the buildings in this area. At the same time, unscrupulous elements who may want to take advantage of this disaster to carry out any form of looting should be warned. All security agencies have been placed on high alert to ensure that there is no breakdown of law and order.

We will continue to provide regular updates regarding the actions we are taking through the Emergency Operations Centre and our various feedback channels on and off social media. The further update we can provide at this time is that we have information regarding the company that was using that residence to store explosives. Rest assured that all that were involved, directly and indirectly, in bringing this tragedy upon us will be brought to book.

This is a trying time for us all. But it is at such times like this that we draw on our strength and resilience to be our brothers’ keepers and refrain from spreading fake news and disinformation that could potentially cause panic within the populace.

Once again, I urge all to remain calm as the authorities are on top of the situation.

Thank you and God bless you.

Seyi Makinde

Ondo Governor Aiyedatiwa sacks all Commissioners,Aides appointed by Late Akeredolu

The Governor of Ondo State, Lucky Aiyedatiwa, has dissolved the State Executive Council, with immediate effect.

The governor also relieved all Senior Special Assistants and Special Assistants of their duties.

In a statement by his Chief Press Secretary,  Ebenezer Adeniyan, on Wednesday, the governor said the development would take immediate effect.

The statement read, “All members of the cabinet are to immediately hand over to the Permanent Secretaries or the most senior administrative officers in their respective offices.

“All the affected officials are directed to hand over all government properties in their possession.

“The governor thanks the affected officials for their services and contributions to the development of the state.”

Aiyedatiwa was on December 27, 2023, sworn in as the substantive governor of the state following the death of Governor Rotimi Akeredolu. Akeredolu, aged 67, passed away while undergoing treatment for prostate cancer in a German hospital.

Before his death, Akeredolu had transferred power to Aiyedatiwa via a letter to the state House of Assembly on December 13, 2023, when he was to proceed on medical leave in Germany.

The development followed the intervention of President Tinubu who intervened in the crisis that resulted from the failure of Akeredolu to hand over to his deputy after he returned to the country from Germany in September.

Although Akeredolu returned to Nigeria in the first week of September after a three-month medical leave, he was operating from Ibadan, the Oyo State capital.

The state House of Assembly had commenced an impeachment process against the deputy governor over allegations of gross misconduct. This led to a division in the state assembly and the state executive council as well as the state chapter of the All Progressives Congress.

In a bid to resolve the crisis, Tinubu met with the leadership of the assembly and the state APC at the State House, Abuja, last month, where it was decided that Aiyedatiwa should take over as the acting governor.

Shortly before the swearing-in of Aiyedatiwa, the Special Adviser to Akeredolu on Union Matters and Special Duties, Mr Dare Aragbaye and the Chief Press Secretary Mr Richard Olatunde, resigned from office.

In the letters of resignation signed by the duo, addressed to the office of the Secretary to the State Government, the aides cited the demise of the governor as the reason for their action. The letters came in, some hours after the death of Akeredolu.

I want to appear in court but I’m afraid of arrest — Yahaya Bello speaks from hideout

The embattled immediate past Governor of Kogi State, Yahaya Bello said he was ready to appear before the Federal High Court in Abuja to answer to the 19-count charge the Economic and Financial Crimes Commission, EFCC, preferred against him.Though Bello was absent for his arraignment, he briefed a team of lawyers who addressed the court on his behalf on Tuesday.

A member of his legal team, Adeola Adedipe, SAN, told the court that his client would have made himself available for the proceedings, but was afraid that he would be arrested.

The defendant wants to come to court but he is afraid that there is an order of arrest hanging on his head,” Adedipe, SAN, submitted.

Consequently, he urged the court to set aside the exparte order of arrest it earlier issued against the former governor.

Adedipe, SAN, contended that as at the time the order of arrest was made, the charge had not been served on his client as required by the law.

He noted that it was only at the resumed proceedings on Tuesday that the court okayed substituted service of the charge on the defendant, through his lawyer.

“As at the time the warrant was issued, the order for substituted service had not been made. That order was just made this morning.

“A warrant of arrest should not be hanging on his neck when we leave this court,” counsel to the defendant added.

Besides, the ex-governor maintained that the EFCC is an illegal organization.

According to him, the Federal Government did not consult the 36 States of the federation before it enacted the EFCC Act through the National Assembly.

He argued that section 12 of the 1999 Constitution, as amended, required the various Houses of Assembly of states to ratify the Act before it could become operative.

“This is a very serious matter that borders on the constitution and the tenets of federalism. It has to be resolved because as it stands, the EFCC is an illegal organization,” Bello’s lawyer added.

However, EFCC’s lawyer, Kemi Pinheiro, SAN, urged the court to refuse the application, insisting that the warrant of arrest should not be set aside until the defendant makes himself available for his trial.“The defendant cannot stay in hiding and be filing numerous applications. He cannot ask for the arrest order to be vacated until and when the defendant is present in court for his arraignment. He cannot be heard on that applied application.

“The main issue should be ascertaining the whereabouts of the defendant. All these applications he is filing are nothing but dilatory tactics intended to delay his arraignment and frustrate the proceedings.

“If he wants the order of arrest to be discharged, let him come here and make the application.

“Our position is that the defendant should be denied the right of being heard, until he is physically present before this court.”

EFCC’s lawyer further argued that inline with section 396 of ACJA, 2015, the court could not effectively assume jurisdiction to decide any application or objection in the matter, until the defendant is arraigned.

The anti-graft agency said it would not execute the arrest warrant if counsel to the defendant undertake to ensure his presence on the next adjourned date.

“If he gives an undertaking that his client will be in court on the next date, I can assure him that the arrest warrant will not be executed.

“If he gives that assurance, as the prosecution, I will personally apply for the warrant to discharged,” EFCC’s lawyer, Pinheiro, SAN, added.

EFCC told the court that the Supreme Court had since settled the issue of its legality.

“The charge before this court is not against a state or House of Assembly, but against an individual who is said to have laundered public funds.

“It is against an individual who is said to have taken public funds to buy houses in Lagos, Maitama and also transfered funds to his accounts abroad,” EFCC added.

Ogun Speaker Olakunle Oluomo impeached over financial impropriety

The Speaker of the Ogun House of Assembly, Olakunle Oluomo has been impeached by 18  lawmakers out of 26 member assembly, during plenary presided over by the Deputy Speaker, Mrs Bolanle Ajayi.

The Assembly equally elected Mr. Oludaisi Elemide, who is currently representing Odeda State Constituency at the Assembly, as the new Speaker.

Adegoke Adeyanju, an APC lawmaker, representing Yewa North 1 State Constituency moved the motion for Oluomo’s impeachment, while it was seconded by another APC lawmaker, Ademola Adeniran, who is representing Sagamu II State Constituency.

It was also gathered that Adeyanju had entered the Assembly chamber with the Maze in company of other lawmakers.

Speaking to newsmen after his election as the new Speaker, Elemide explained that the people of the state should expect the best from him.

He said, “we are law abiding legislators. We want the world to know that there has been changed in leadership.

“18 members signed for me to be the Speaker. People should remain calm. We are in custody of all the authority of the House. We are saying that the new leadership will support the governor.

He clarified that Governor Dapo Abiodun knows nothing about the impeachment.

“The Speaker was impeached due to gross misconduct which bothers on high handedness, lack of focus and transparency, arrogance and poor leadership style, financial misappropriation and inciting members against themselves,” he said.

The Clerk and the Deputy Clerk, Mr Deji Adeyemo and Mrs Funmilayo Adeyemi were also at the plenary.

Security personnel, including the police and the Nigeria Security and Civil Defence Corps were in large numbers at the Assembly complex.

Former Minister of Humanitarian Affairs, Disaster Management, and Social Development, Sadiya Umar-Farouq, has arrived at the headquarters of the Economic and Financial Crimes Commission to meet with interrogators over an ongoing probe into the N37,170,855,753.44 allegedly laundered during her tenure in office, through a contractor, James Okwete.

Our correspondent confirmed the arrival of the ex-minister at about 10 am on Monday.

Meanwhile, at about 10:20 am, the former minister tweeted about her presence at the EFCC headquarters.

“I have, at my behest, arrived at the headquarters of the Economic and Financial Crimes Commission to honour the invitation by the anti-graft agency to offer clarifications in respect of some issues that the commission is investigating,” Umar-Farouq tweeted on Monday morning.

Citing health challenges, the former Minister had earlier officially written to the EFCC, seeking an extension of the deadline to meet with EFCC interrogators over an ongoing probe into the N37,170,855,753.44 allegedly laundered during her tenure in office through a contractor, Okwete.

The PUNCH exclusively reported that Umar-Farouq faced arrest by operatives of the EFCC after failing to appear before interrogators at the EFCC Headquarters on Wednesday.

The former minister was asked to appear before investigators at the EFCC Headquarters in Jabi, Abuja, on Wednesday, January 3, 2024, at about 10:00 a.m. to give an account of the alleged monumental fraud that took place under her watch, a document exclusively seen by our correspondent on Saturday revealed.

Reacting to the development in an exclusive telephone interview with our correspondent on Thursday, the spokesperson for the EFCC, Dele Oyewale, said Umar had sent a legal representative to the commission and had written to the commission seeking to be given more time to honour the invitation while citing health challenges.

Oyewale said, “The former Humanitarian Minister didn’t appear before the commission yesterday, but she sent in a letter pleading for more time and also explaining that she has some health challenges and that was why she couldn’t honour the invitation. She also sent in her lawyer to meet with interrogators.

“However, the commission has mandated her to submit herself to the commission without further delay. We are still tracing all the transactions, hence we cannot put a figure to everything now as investigation is still ongoing.”

If you recall,Umar-Farouq kept interrogators waiting for over eight hours on Wednesday without an official communication to the commission as to why she didn’t honour the invitation.

Meanwhile, an impeccable senior anti-graft source revealed that Umar-Farouq might be arrested by operatives of the EFCC within the week if she fails to voluntarily appear before investigators at the EFCC’s headquarters as officially requested by the commission.

“Hajia Sadiya didn’t show up at our office today for interrogation. In fact she kept interrogatories waiting for hours. Meanwhile, our operatives may arrest her this week and bring her in for questioning if she fails to show up tomorrow,” the source revealed.

The EFCC invited the former minister to come to answer questions concerning an ongoing investigation into an alleged ₦37.1bn fraud uncovered in the Ministry of Humanitarian Affairs.

The document partly read, “The commission is investigating a case of money laundering involving the Ministry of Humanitarian Affairs, Disaster Management, and Social Development during your time as Minister.

“In view of the above, you are requested to kindly report for an interview with the undersigned. Scheduled as follows: Wednesday 3rd, January, 2024. 10:00 am. This request is made pursuant to section 38 (I) of the Economic and Financial Crimes Commission (Establishment) Act 2004 & section 21 of Money Laundering (Prohibition) Act, 2011.”

The PUNCH had earlier reported that the EFCC arrested a contractor, James Okwete, in connection with the ongoing probe into the N37.1bn allegedly laundered by the Ministry of Humanitarian Affairs, Disaster Management, and Social Development under the former Minister, Umar-Farouq.

A top EFCC official, who confided in our correspondent on Sunday, said the contractor had made useful statements concerning Umar-Farouq and former directors-general of the ministry.

The development coincides with the probe of three other ministers, who served under former President Muhammadu Buhari, for graft estimated at N150bn.

“It is not only Umar-Farouq we are investigating. Three other former ministers are also under probe. They were allegedly involved in graft to the tune of N150bn,’’ a credible source in the EFCC had confided in our correspondent.

Sources further revealed that Umar-Farouq and some former agencies’ directors-general under the ministry might be arrested by the anti-graft commission following the details of the financial misappropriation so far revealed to investigators by the contractor.

Investigation revealed that the N37.1bn was transferred from the Federal Government’s coffers and sent to 38 different bank accounts domiciled in five legacy commercial banks belonging to or connected with Okwete.

Impeccable sources had earlier confirmed to The PUNCH that Okwete, who is still being held at the EFCC Headquarters, Jabi, Abuja, had been cooperating with investigators.

A source said, “The contractor, Mr Okwete, who was used in laundering the money had been arrested by the commission. He is currently detained in our custody and has been giving investigators more details that have indicted the former Minister, Sadiya and some DGs under the ministry, and they may be brought in anytime soon too.”

The PUNCH reports that the Federal Ministry of Humanitarian Affairs currently serves as the parent ministry to eight agencies, including the National Social Investment Office, the Office of the Senior Special Assistant to the President on Sustainable Development Goals, and the National Commission for Refugees, Migrants, and Internationally Displaced Persons, among others.

Umar-Farouq was the pioneer Minister of Humanitarian Affairs, Disaster Management and Social Development.

She was appointed by former President Muhammadu Buhari in July 2019 as the youngest cabinet member.

Her work with Buhari dates back to his days as the leader and presidential candidate of the defunct Congress for Progressive Change when she was the national treasurer of the party and later the national treasurer of the All Progressives Congress.

I was impeached over my governorship ambition- Formere Edo deputy Gov, Philip Shaibu

Former Edo State Deputy Governor, Philip Shaibu, has described his impeachment by the state House of Assembly as illegal.

Earlier, the state House of Assembly impeached the embattled state deputy governor following the adoption of the report of the seven-man investigative panel set up by the state Chief Judge to probe allegations of misconduct against him.

He was probed on allegations of perjury and leaking of government secrets by a panel headed by Justice S.A. Omonua (retd.) which ended its sitting on Friday after Shaibu failed to appear.

Shaibu said the impeachment was due to his ambition to become the state governor.

He, however, noted that the impeachment did not follow due process.

He made his position known in a video shared on his social media handles, on Monday.

He said, “My good people of Edo State, I thank you all for standing by me in these troubling circumstances as the deputy governor of Edo State.

“It is with a heavy heart, yet a resolute spirit, that I come before you to address the recent events that are unfolding in our dear state. I denounce in the strongest term the illegal impeachment by the Edo State House of Assembly over baseless charges.”

He added that his impeachment was an attack on democracy and a show of dictatorship.

“This is not just an attack on me as an individual but on the democracy that we hold dear.

“It is a dangerous descend into dictatorship and a threat to the foundation of our democracy. Let it be clear that this impeachment was hatched because of my ambition to contest the Edo State 2024 governorship election under the Peoples Democratic Party, PDP. An ambition that is a legal right to all citizens of the Federal Republic of Nigeria.

“It is a sad reality that in our political landscape, ambition is met with resistance. Those in power seek to silence opposition through illegitimate means. I have devoted my life to serving the good people of Edo state with integrity and honesty. I have worked tirelessly to improve the lives of our citizens. I have upheld the values of democracy and justice and yet in return, I am faced with baseless accusations and a blatant disregard for due process and the rule of law,” he said.

Speaking further, Shaibu described the allegations levelled against him as a move to conceal the real motive behind his impeachment.

He said, “The allegations brought against me are nothing more than a smokescreen to conceal the true motive behind this impeachment. It’s a flagrant abuse of power and a betrayal of the trust the people of Edo have placed in their elected officials.

“We refuse to stay inactive while our democratic institutions manipulate and exploit for personal gain. We will fight this injustice with every atom of strength in our veins for the sake of the people of Edo State and the future of democracy. I call upon all well-meaning citizens of Edo and indeed all Nigerians who believe in the principle of democracy and justice to stand with us in this moment of crisis.

“We cannot allow tyranny operation to take root in our society, we must resist the forces that seek to undermine our freedom and trample upon our rights.”

He, however, appealed to the judiciary to ensure justice prevails, saying, “To the members of the Edo State House of Assembly who have chosen to forsake their oath of office and partake in this charade, I say this, history will judge harshly for your betrayal of the people who elected you to represent their interests. But know this, you do not have the power to silence the voice of justice and truth.

“I call upon the judiciary and all relevant authorities to intervene and uphold the principles of justice and fairness. Let the truth prevail over lies. Let the rule of law triumph over lawlessness. I am confident that the legal system will vindicate me and expose the sham that has been orchestrated against me.”

He added that his impeachment would not deter him from fighting for the rights and freedom of Nigerians.

“I want to reaffirm my commitment to the people of Edo State to the values that bind us together as a collective. I will not be deterred or intimidated by those who seek to subvert our democracy. I will continue to fight for the rights and freedoms of Edolites by extension Nigerians that suffer oppression. I will stand firm in my resolve to seek justice.

“As we stand united in the face of tyranny and oppression, I urge all to remain calm and go about our lawful duties as good citizens and true democrats. Together, we will overcome this chapter in our history and emerge stronger and more resolute in our pursuit of freedom and justice in our society,” he added.
